Helmut Platzer is an internationally renowned expert in the areas of social security systems, management and further development of public-law companies, digitalisation of public administration and social and administrative law with more than 35 years of experience in the top-level management of large public corporations. The focus of his work had particular been the management and further development of large public- law companies under increasingly market-determined and competition-determined conditions. This includes f.e. the developing and running of alternative selective ways of supply amending the highly regulated care-system in accordance with the respective Social Code (Sozialgesetzbuch), the management of conflicts between competition and the solidarity constitution of the system, as well as the defence against private- industry oriented structural changes that are foreign to the nature of a solidary constitution. After 15 years with LVA Oberbayern, a corporation of public law (now Deutsche Rentenversicherung Bayern Süd), latterly as Director and member of the management, he moved to the board of AOK Bayer, founded by the merger of 39 Bavarian local public health insurances, in 1996. From August 1999 to March 2018, he was Chairman of the Board (CEO). At 4.5 million insured people, about 10,000 employees in roughly 240 sites, a budget in excess of 18 billion Euro and far in excess of 50,000 contracting partners in the medical area, AOK Bayern is a very important public-law company. It essentially contributes to the determination of regional structures and political developments, in addition to its social and political relevance.
Beyond this, Dr. Platzer held many mandates in the area of social security systems, and sat in committees and bodies of trustees in the scientific area. He was a member of the Rürup Commission in 2002/2003, which advised the Federal Government regarding the sustainability of financing social security systems. For several years, he was an honorary judge at the Federal Social Court and also a lecturer.
Lecture and publication focus areas of Dr. Platzer include not only pension-law and health-insurance-law subjects, but also further development of systems of social security, in particular their financing, data privacy, as well as digitalisation, care subjects, organisation subjects and socio-political issues. Dr. Platzer is a fully-qualified lawyer (Volljurist) and obtained his Doctorate in law at the University Bayreuth. His doctoral thesis from 1985 is titled “Das Verhältnis von Datenschutz und Amtshilfe nach dem 10. Buch des Sozialgesetzbuches” (The Relationship of Data Privacy and Administrative Assistance according to the Social Code X). He studied law at the Ludwig-Maximilians-University in Munich and completed his clerkship at the Higher Regional Court in Munich.
